Driver Arrested in Lilburn Hit-and-Run; Police ID Victims

A woman and her 6-year-old daughter were killed in the incident.

The driver connected to a double fatal hit-and-run Thursday (July 18) has been arrested and the victims of the incident, a mother and daughter, have been identified.

Lilburn Police has arrested Spencer Todd Prigmore, 43, of Lilburn, according to a news release from Lilburn Police spokesman Capt. Thomas.

The victims have been identified as Maria Cervantes-Maldonado, 36, and her daughter, Melissa Paola Cervantes, 6, both living in the city of Lilburn. Police originally stated the daughter was 10 years old.

According to jail records, Prigmore was admitted into the Gwinnett County jail at 12:34 a.m. Friday (July 19), just five hours after the alleged hit-and-run occurred. The local man has been charged with two counts of first degree vehicular homicide, reckless driving, DUI of drugs, and hit and run. 

Authorities believe Prigmore was driving south on Lawrenceville Highway in a white pick-up truck. Bardugon said Thursday that the driver jumped the sidewalk at the intersection of Harbins Road while trying to change lanes. 

The truck then hit the two females on the sidewalk. Police found them motionless on the ground around 6:41 p.m. and they were pronounced dead at the scene.

Police then detained Prigmore and a female passenger in the car, but she was released to her mother later and has not been charged. Bardugon said that at around midnight, "the passenger in the car was finally coherent enough to give police her name and an address." 

During the investigation, Prigmore had refused to submit to a test of his blood, urine or other bodily fluids for the purpose of determining if he was under the influence of any drugs at the time of the accident.

Investigators obtained a search warrant for his blood so that it could be submitted to the GBI Crime Lab for testing. After receiving the search warrant, Prigmore was transported to the Gwinnett Medical Center in Lawrenceville where his blood was drawn. The sample has been secured in evidence and will be transported to the GBI Crime Lab for testing.
