Lilburn City Council Approves 2013 Millage Rate, Special Event Policy Revision

The Lilburn city council met Monday for its monthly meeting and work session for July. 

Among the items on the agenda was the public hearing on the 2013 tax year millage rate, which the council passed unanimously. The rate was set for 4.45 mills, the same as last year.

City Manager Bill Johnsa noted during the work session that the city council opted out of rolling up the millage rate to stay revenue neutral. Taxpayers in Lilburn are saving $1.2 million, Johnsa continued.

In the last five years, the city of Lilburn has increased the millage rate once, which was in 2012. 

Another item that passed 3-0 was the revision to the city's special events policy, which had been tabled for two months. The Lilburn Woman's Club had worked with the city to compromise on the revision, specifically because the revision proposes to increase the fee to run an event in the city. The club has hosted the annual Lilburn Daze for years, with 2013 being its 40th year.

The club's president, Pat Gabilondo, said that she appreciates the city working with them. While there is still a significant increase in the fees, she said the city worked with them to decrease the cost of other services in the policy. 

Other items covered in the meeting include: 

-Alexander Hendry Betts IV, a Lilburn 10-year-old, was recognized for saving his mom's life when she became ill. Click here for the full story.

-Melissa L. Penate was appointed as being the acting city clerk of Lilburn. The previous city clerk, Kathy Maner, retired Friday (July 5) after being with the city for 20 years. 

-The council approved the revisions to the city's Personnel Policies and Procedures Manual. 

-The council tabled the amendments to the city's traffic and vehicles code, which concerns vehicles such as trailers, RVS and boats parked on public streets. The amendment aims to include utility trailers.
