Lilburn Man Charged with Possession of Synthetic Cannabis

Packages of synthetic cannabis and approximately 1,000 marijuana pipes found during a routine traffic stop.

A Lilburn man was arrested and charged with possession of synthetic cannabis, a Schedule I controlled substance, stemming from a routine traffic stop in December.

Gwinnett Police say Randall J. Decarlo, 57, of Lilburn is being held in the Gwinnett County jail without bond on charges that he was in possession of the synthetic cannabis, sometimes referred to by names like "K-2"and "Spice." It is illegal in many states, including Georgia.

Gwinnett Police stopped Decarlo for a defective brake light on his white Isuzu pickup truck on I-85 near Hamilton Mill Road on Dec. 2.

After pulling the car over, the police officer found probable cause to search the truck with a narcotics K-9 unit. 

Police found 60 small packages with such labels as "Witch Doctor," "Comfortably Numb" and "Return of the Red Eye." From an opened package, the officer deducted that the substance looked similar to K-2, according to Gwinnett Police.

Also found in several containers throughout the bed of the truck were approximately 1,000 pipes, similar to those commonly used to smoke marijuana, according to police. 

After taking possession of the suspected K-2 packages, the officer gave the driver a warning citation for equipment violation and let him go.

A sample of the substance was sent to the GBI for testing. The GBI notified the office last week that the substance tested positive for JWH-018, a chemical found in synthetic cannabis.

A warrant for Decarlo's arrest was then issued. He is charged with Possession of a Schedule I Controlled Substance.
