Police: Man Found in Road With Hands Down His Pants, Arrested on Drug Charges

He told police that the Xanax pills they found in his pants were his brother's.

Police arrested a Lilburn man on drug charges last week after they found him in the middle of the road with his hands down his undone pants.

According to the Gwinnett County Police report, authorities received a suspicious persons call about three men parked at a CVS on Highway 78 around 7 a.m. on a Sunday. The manager of the 4860 Stone Mountain Highway drug store said she was afraid to get out of her car.

One of the men then left the parking lot and was walking toward Stone Drive, so police went there first. The officer found the man, later identified as Shawn Thomas Winn, 30, in the center median with his pants undone, and both his hands were stuck down the front of his pants.

He explained to the officer that he was only fixing his pants. When asked why he was doing all this in the middle of the road, Winn became "very excited" and started "talking loudly," according to the report. He also walked away as if he was about to run.

The officer could see a large, bulky object in his left cargo pocket. After getting the go-ahead from Winn to search him, the officer found two flashlights and a cigarette pack wrapper that contained three pills in his pants. The officer asked what type of pills they were, and the man said he didn't know since the jacket he was wearing belonged to his brother, and therefore the pills weren't his.

When the officer pointed out that they were not found in the jacket, the man repeated that the pills were his brother's.

The officer detained Winn so that he could determine what the pills were. Using a drug ID application, the officer identified the pills as being Alprazolam, or Xanax. The man again tried telling police that his brother uses Xanax.

Winn was arrested and charged with possession of schedule IV drugs. He was transported to the Gwinnett County Jail.
