1. Public hearing: Adoption of zoning resolution and official zoning map. Recommendation: "That the Mayor and Council adopt Ordinance #420-11 amending the City of Lilburn Zoning Resolution by replacing Appendix A "Zoning" in its entirety.

2. Approval of Fund Balance Policy. Recommendation: "That the Mayor and Council adopt a policy regarding the Fund Balance of the General Fund, pursuant to GASB 54."
3. Approval of Loan to Downtown Development Authority -- Purchase of Blue Rooster. Recommendation: "That the Mayor and Council approve a loan to the Downtown Development Authority in the amount of $40,000 for the purchase of the Blue Rooster property and adjoining parking lot.

4. Correction of Title for 2011 City of Lilburn General/Special Election. Recommendation: "That the Mayor and Council approve the correction of title for Kaleigh Frederick to Assistant to the Superintendent/Absentee Ballot Clerk for the 2011 City of Lilburn General/Special Election on November 8, 2011.
