Lilburn City Council Meeting Notes

The council approved a special events policy governing events in the city park, and Diana Preston was approved as a DDA director.

 

The new city hall and library are scheduled to be finished in December, 2013, Doug Stacks, director of planning and economic development, told the city council Monday night.

Mayor Johnny Crist declared March to be Youth Art Month in honor of a Lilburn Woman's Club art contest for elementary students, . The entries can be seen at city hall on March 18. March was also declared to be Red Cross Month.

- The council approved by a vote of 3-1 a special events policy that will allow groups and organizations to hold events in the city park. The policy sets a fee schedule and regulations for signage and security, for example. Councilman Tim Dunn explained that every year the city has to turn down several groups that request to use the park because there was no policy in place. "We might be able to use the park for more events to attract more people to Lilburn," Dunn said. Councilman Tom Wight cast the dissenting vote, saying that the policy was "too cumbersome" and that use of the park should be free.

- The council approved by a vote of 3-1 the appointment of Diana Preston as a Downtown Development Authority director of the rest of the present term to fill a vacancy. Councilman Wight was the dissenting vote. Preston, Wight said, had "no expertise that would be valuable to the DDA."

- The council approved by a vote of 4-0 the abandonment of Columbia Drive.

- The council approved by a vote of 4-0 a mowing and maintenance agreement with the Georgia Department of Transportion for islands on Highway 29 that will be landscaped by the Lilburn Community Improvement District. The city intends to have a memorandum of understanding with the CID that the CID will maintain and mow the landscaped islands.

- The council approved by a vote of 4-0 a service agreement with CitySupport, LLC to manage the city's alarm management program after the council approved an ordinance that penalizes repeated false security alarms. The city will receive 75 percent of the proceeds and CitySupport, 25 percent.

- The council approved by a vote of 4-0 road closure permits for Arcado Elementary and Trickum Middle School road races/fun walks. Arcado Elementary's is March 25, and Trickum Middle's is May 6. The council would like the schools to find different locations for next year's events so that residents along the route aren't inconvenienced.
