Lilburn City Council Meeting Notes - July 9, 2012

Millage rate, juvenile curfew, and park ordinances passed.

The July agenda was lighter than usual, but several significant resolutions and ordinances were addressed. After a request by Councilman Wight per a citizen's concern, an explanation was given to the adopted minutes of each month's meeting that they were not "verbatim" but rather a summary of the council interaction. 

Among those things passed was a resolution setting the millage rate which passed 3-1 with Councilman Wight opposing the 4.45 mills. Based on the digest, a higher millage could have been adopted, but the budget was based on the additional 19 cents per $1,000. Wight made the statement that he felt Lilburn was "living above our means" and he couldn't vote for this millage rate. Councilman Dunn rebutted that the balanced budget was important as the city was "intent on improving infrastructure & revitalizing" rather than remaining "status quo."

  • Juvenile Curfew Ordinance passed for those under the age of 18. Juveniles are required to be inside Sunday-Thursday from 11:00 p.m. until 6:00 a.m. and on Friday and Saturdays from 11:59 p.m. until 6:00 a.m.
  • A Parks & Crecreation Ordinance was passed amending certain parts of the code allowing for a better definition of how to govern Lilburn City Park, Bryson Park and the Lion's Club Park. 
  • Council approved the lease of the Community Garden land for $1.00 per year for the 100 x 100 land that will accommodate 50-4 x 10 plots. 
  • An ordinance providing guidelines regarding graffiti was tabled and will be re-inroduced at the August meeting.
