A popular definition of insanity is "doing the same thing over and over again, each time expecting a different result." The US House of Representatives is about to vote for the thirty-first (31st) time to repeal the Affordable Care Act. Eric Cantor notwithstanding, both houses and the president need to act, in order for legislation to become law. This will not happen. They know it will not happen. Do they not have enough to do? Are they "insane"?
The tide has passed and Republicans remain stuck on the beach. Having been obstructionsts for so long, they may not know how else to behave.
While I'm at it, in the Cut Off Your Nose to Spite Your Face category are the Republican Governors. Some of whom are refusing to accept responsibility for their own citizen's healthcare by "rejecting" the PPACA (can a Governor be impeached for mal practice?). I've got news for them: the more states that "opt out" the closer we come to a national, Universal Single Payer system.
